In support of the 2008 Federal Mitigation Rule (33 CFR Parts 325 and 332), the NC Division of Mitigation Services (DMS) is transitioning to functional based watershed priorities.  Historically DMS has defined restoration priorities using 14-digit hydrologic units as spatial boundaries.  The development of high resolution statewide datasets allows for automated analysis at a finer scale.   DMS, in partnership with UNC-Chapel Hill and Duke University, developed a statewide modeling approach to evaluate hydrology, water quality, and habitat at the catchment scale utilizing the National Hydrography Dataset Plus (V2) dataset.  By leveraging big data and existing spatial models, DMS is better able to identify watersheds with the most potential for functional improvement.

Jamie Blackwell (DMS Watershed Planning Manager) will summarize the models' development, how their results are used to identify Targeted Resource Areas, and demonstrate how end users can access and utilize the data.
